Moving Top Seatbelt Mount

I have just fitted some bucket seats and am finding the upper seatbelt mount is sat very high. The mount looks like it is adjustable but I cant seem to move it, is there a trick to this or is it just fixed?

For normal seat belts? Pull the plastic knob thing out towards you then it should slide down. Unless its jammed?

Just took the panel off and found this

Why is it not adjustable there is a sliding bit in the panel so looks like it should slide. Hmmmm
The car is a 182 btw
