Mysterious Chair Lever?? Mk2 Ph2

I have a lever on the right underneath the seat that rolls it forward and back BUT on the left there is a black one, again under the seat (near the gearstick) doesnt seem to do much??

well, i have never lowered or raised the seats but i dont seem to be able to move it? What action moves it?

Well if you lift it up and your not sitting on it, it should go back to its original position.

If you are sitting on it, then it should lower it.

maybe it is already at its lowest? So what is supposed to be under the passengers seat? I have this plastic thing screwed down but i dont know what it is?
