Need help with EBAY

I have sold a few items on ebay, one of which i have more than one of..

Ebay says im eligible for "second chance" offer, does this mean i can sell another one to the next highest bidder for free?

Im pretty sure you can yes.

It works for it a buyer backs out, so even if they have paid and you refund you can offer it out.
Cant see why it wouldnt work tbh
