It's got a full Roll cage and two Sparco Evo seats so suggest that it's someone's track toy or a Rally car. Don't like the scheme myself but may be linked to a sponsor's product.

Looks more like a matt black wrap over orange paint, the finish on the orange looks a bit too good to be a wrap.
