painting over light surface rust

What's the best product to prime metal with light surface rust?

I need to prime my new caged shell and the bare metal has some light surface rust, do I need to sand it down etc?

You'd struggle to get in there even with a power file, so I'd probably brush some Kurust or similar over it and then prime.
A hundred percent this. Hammerite Kurust is unbelievable. Put it on and it hardens and stops it rusting. It's essential as painting over it will just seal the problem in and slowly bubble your new paint!. Kurust it, prime it, spray colour in several even coats and then get some 2k car lacquer over it presuming you're going to paint it up?
