Passenger Seat up the duff

Passenger seat on my 172 will slide forwards and back, will recline all the way back, but it wont tilt forward, sometimes it will try to but then locks solid, any ideas?

Try giving it a shake backwards and forwards as you pull the lever to tilt forward

same problem here. ive found the cable in the back of the chair that releases it and it works fine if i pull that on its own and i can still feel tension going up the seat as if its still attached... but the cable is snapped at the handle part... are there two cables in this mechanism that meet half way up the seat??
