PC Cooling

My fan on over my CPU/Heatsink always comes on very hard! The room its in has the tumble dryer and washing machine in here too and being an old unstable house it vibrates like anything so the heatsink get cake up with dust quite easily.

Is there anyway I can close of the external fan and to make it nearly air tight and still keep the CPU cool?

I'e heard of water cooled systems but unsure if this is the same?

Any help much appreciated :)

lol its mainly used to cool lasers.

but im sure you could use one on a pc.

one side gets cold while the other gets hot. so you need to cool the hot side, normally bye a heat sink and fan.
