PC prob - Not booting up

Got an Advent DHE1000 thats refusing to boot. When you first turn it on you hear all the fans kick in then theres a click and some of the fans sound like they stop and it refuses to boot. Dont even get as far as the dos screen.

Does this sound like a PSU fault to anyone?
