Power Steering - 1.6

A friend of mine has recently bought a 51 reg 1600 dynamique

When the car is first started and for about 10 minutes driving in the morning the power steering is soo heavy she can hardly drive it!

I beleive this model has electric power steering?

Any ideas what could be wrong?
And can anyone confirm its electronic rather than hydraulic?

Yes, it's electric.

Any ideas why its so bllody heavy for the first 10 minutes or so of driving and why the cold weather is making it worse?

Check the battery and alternator.
I've gone a bit balnk at the moment but the system doesn't like low power. If the battery cannot supply the power for the PAS it turns it down from memory.
