PS3 Won't Log Onto PSN, But Can I Still Browse The Net?

As above, get the common error code 8071B23 when trying to log on. I heard somewhere that i can still browse the net though, but when i try it says 'page cannot be displayed' 'see network settings'?

Any ideas?

I had a problem with PSN earlier...
I got logged onto PSN but it wouldnt let me connect to any online features in games (so COD online lobby and FIFA 10 matches)

Yer you can browse without being signed in so it something to do with your net
