Where are you based? We specialised in troublesome finishes and standard paint. Matte, satin, plastic paint / waterborne (see lotus matte black b21 code) and Tri coat and 4 stage pearls.
Matte paint is no harder to match than any other. It's harder to get right but the colour itself is the same as any other paint used on any other car. The matte effect comes from the clearcoat.
The raider posted above is just a poor bodyshop not going the extra mile to match a colour.
A spectrometer also won't work as it uses angles and gradients from spec and reflectivity to determine close colour matches. It may help but truly the only way to do it is start from the base colour and make your own. We ( Protek Bathgate) spend days designing our own colours for even the most mainstream cars.
