Random wheel locking

my car has begun to randomly lock a back wheel when i pull away from junctions, i have to start pulling the handbrake franticly to get it to easy off. dont think its a case of the pads wearing out, it must of all fallen apart inside.
whats the danger of it doing this on the motorway???
