Rear arches de-rusted

Alright guys and girls! just a quick question really...how much am i looking at paying for my rear aches to be de-rusted on my clio...also if they are done does the whole car have to be resprayed?

how bad is the rust? do you want the sections cut out and new pieces welding in or a sand down, filler and prime?

and just the rear quarters will need painting
