Rear Foglights 1 or 2

Cleo Sport 197 cup 2008.
During recent fog, we have become awear that we only have a drivers side rear fog light.
During a service we highlighted this as a problem but were told that the near side fitting had a dummy bulb fitted, and the reflector was a dummy too. Is this correct?

Most cars now have 1 foglight as that is all that is required in the UK.

Yea its fine most only have one as it's the minimum requirement.
