Nikon D40, D40X or D60 imho you can't go far wrong. Just consider lens choice is limited with these because the A/F motor is not in the body hence needs to be in the lens. Saying that Sigma HSM and Nikon AF-S lenses have a fair range to choose from.

If your willing to take a risk on an official refurb you can grab a bargain at the Canon Outlet, get yourself a body only and you'll have lots of cash left for a nice lens, you won't get one that will do all your criteria amazingly but one that'll do a good job.. of course the 18-55 kit lens will still you off to a good start.
