removing shocks problem



I am trying to change my top mount and bearing in the top of my shocks i have a H&R coil over kit on it but have been told the kit uses the standard top mount and bearing. When trying to take the shock off both nuts will not come loose at all!!!
Its the bolt with an allen key in the middle then a 21mm bolt so the allen key holds the shock still im guessing while the bolt comes off i have snapped 3 good keys trying to get it off it will not budge. any ideas? please this is driving me mad i took it to a place and they say they will do it but might damage the shock.:(
These are not cheap so i dont want to have to change the shock. has anyone had this happen? can i cud the bolt or drill it somehow?

yeah it should come off in a second with a air gun @ a garage or one of those impact wrench things

mine is virtually welded on lol
 
spray with wd40 or simular and leave for 24 hours should come off, took mine off yesterday and they came undone easily with 6mm allen key and 21mm ring spanner .
 
hmmmm ive tried that ive tried a larger high torque air drill on it too still would not budge i think im going to have to cut the bolts off.
am i doing anything wrong? i should.nt have to compress the spring 1st should i ? :S
 
no the spring compression nut is below the 21mm nut, silly question i know but you are undoing then ??? just checking
