Renault Clio MK3 1.5 dci Starter / Timing Issue

Had an issue with the car where it would not start.

After changing Starter Motor, Testing Battery, Cleaning Sump, Changing Fuel Filter and Testing Crankshaft and Camshaft sensors decided to try and put a new cambelt on.

Got to TDC put timing pins in ensured belt was in the correct place. Took timing pins out. Then went to rotate Crankshaft pulley two revolutions using a wrench but it only turned 180 degrees then went solid.

When I turned the key it turns passed this point.

Am I doing something wrong ? or is there something wrong with my engine ?
