Rev limiter issues!!!! Clio Wills 2

Car  Clio Williams 2
Ive noticed my car has started only limiting to only 3500rpm each gear

It has not been chipped and wondered if anyone knew what the problem could be
 
defo limp mode. Is it a williams you say? Cheapest option may be another ECU, or a CANBUS kit to see why it's in limp.
