What are the best settings on a DSLR so everything is motion blurred except the car like in the above pic? cheers

Nothing to do with which SLR, its more to do with good panning skills and shutter speed.

The slower the shutter speed, the more blur. But increases the chance of camera shake too, so everything is blurry, even the car.
