also approx how many cans of paint, primer, and laquer are needed for the front bumper side moulds and the side strips?
 
Well you want to provide a key for your paint to sit on. I'm guessing you'll be using primer?
I'd rub it down with some 320 or 400 grit

Is the Sand Paper used Wet or is it used Dry?
 
wet and dry is the name for fine sand paper which can be used wet or dry. you can use it either but if you use it dry it will clog up quickly so you'll go through loads of sheets so use it wet.

Use Plastic Primer!!!
Use a Filler with a 'softener'!!!

Wet or Dry doesn't make a difference... Grit 700 pre-primer / Grit 1.000 after the Filler.

Use Acryl (waterbased) paint... seek info @ a carpaint reseller to save you double work.
