Seat belt HELP PLZ

Hi all just brought a set off set belts of a chappy on here. when they have been delivered thewy all seem to be locked is this normmall, do they release themselves when there fitted or is there a pin or somthing

i think theres a level inside them, so when there fitted it will unlock.

just place the inertia reel on a flat surface and pull the belt as normal, should free off straight away, (if not then the belt has gone too far in and pulled up against the actual clip, you will need to actually get it to wind in a little more to free the locking mechanism).....oh, and this can be a right git to do....
