Should this part be bolted on somehow ?>

Whilst changing to my winter wheels today I found this plastic cover hanging off. I clipped it back on to the bar you can see behind it, but it looks like it might have been bolted to that hole at the top, like maybe part of it has snapped off. Is that right?

It's behind the front left wheel

This is part of the wheel arch and it just clips over the bar with no fixings.

People just cable tie them on if the clips are fooked.
