sold iphone now buyer wants number to unlock phone?

recently sold a Vodafone iPhone on ebay and the buyer has just messaged me asking for the mobile number that was previously used on the phone so he can get it unlocked?

Is this normal?

I did erased and reset the phone before sending to him.

(I did state in the ad that it was locked to Vodafone)

I didnt think you needed the mobile number to unlock the phone?

If they want to unlock it they can just run a PAYG Voda sim in it for 30 days then unlock it themselves
