Some alloy wheel help for a newbie

Right, all being well i'll be getting some 16 inch 172 alloys, but with no rubber.
What tyre measurement should I be looking at? I want fairly low profile tyres, but nothing too wide.
Also, my car is a Mk2 Ph1 1.4, will i need spacers? What do they do and where can i buy them if so?
Will htey need balancing as well? i dont know what that is lol

I think the tyre measurements for 172 wheeels are 195 45 16 iirc, correct me if im wrong though!
 
Old wheels are standard steelies, and i dunno what the offset is...i know nothing about wheels lol
 
Apparently 172 wheels are offset 40, so can anyone tell me how many mm i need to space?
