I have a set of Speedline Corsa Motorsport 7x16" ET 38 on hand. Will these be a good fit for my 2001 Clio 172?

Yes, they are 4x100. I was not quite sure about the offset.
Any recommendation for tyres?

195 45 16 and they will fit fine, may even be able to squeeze a small spacer on the front depending on your suspension setup and the look your going for.....
