I have a 2004 1.1 Clio, should there be any splash guard under the engine?

I assume you mean a 1.2, in any case - yes there /is/ an undertray/valence usually, though some people ditch them as they're just somethig else to have to take off or put on when doing repairs.
you might find the previous owner ditched it, or it came loose and caught on the road - being pulled off. If it's a serious bother i'm sure you can get one cheap on ebay.

Ah, that makes sense as I spotted a few dirt gaps under the car that could mean that a splash-guard was originally on the car.
