tools/equipement for wheel refurb?

i have a set of turbines, in very, very good condition, but i would like to have a play around with them and refurb them/spray them up some colour for either track or just road use or both, basically the lip could do with tidying up a bit, a the centre bits are beginning to flake a little, so they could do with tidying up, but bar that they are pretty much perfect, the turbine bits are anyway, so what tools/equipement do i need?

Do i need some kind of attatchment to a drill, to sand them down?

tools/equipement list please chaps:D

ps. this is a very diy job, so dont need to go to any extremes.

The inside of the wheels aren't sprayed anyway . Just the face of the alloy that you see .
