Towing eye hole...?

I have an omp towing eye and i think i need to drill right through as the hoel that is there doesnt go all the way throiugh the metal.What can i use to drill it out?i tried a standard drill but no luck.

Not sure, but iirc the air con condenser on the radiator is directly behind it.
