ULEZ extension and 182 Compliance ?

The ULEZ zone is being extended to the M25 orbital in August 2023 and is set to affect a huge number of motorists. I have a specific question about 182 compliance.

Driving in the ULEZ zone is chargeable for any petrol engined vehicle that's not Euro 4 or later. The 182 is Euro 3. However if I enter the reg of my 182 into the ULEZ checker, it says that the vehicle is ULEZ compliant and not subject to the charge. The same is the case for friends of mine who own 182s. Why is this ? Does anyone know if the ULEZ test is just for a specific Euro 4 parameter or parameters ? For example the Euro 4 NOX threshold is 0.08g/Km, the Clio 182 is 0.037g/Km, so well under Euro 4 for that parameter, even though it is only classified as Euro 3. It is also beneath the Euro 4 thresholds for CO but very slightly above for Total HC.

Maybe somebody more learned than me would be able to advise as if there's a mistake in the ULEZ system, this will affect a huge number of us on here.

I think the best is to email them. That way if they say, yes, if the online check tool says you don't have to pay, it's ok, and they send you a fine, you will send them back the email, and they can f.. themselves.

I've lived within the current zone (SE15) since it was introduced and regularly use the Clio during the summer months with no issues (or ULEZ fines!). So unless the emissions limits change, I'm not expecting the expansion to affect any 182 drivers.

You know I never knew the Clio's Euro rating fell outside the ULEZ limit! Never considered the NOx and CO stats, just entered my reg into the TfL site years back and saw it was compliant, and have never checked again since.

They don't fine you for first offences anyway so you'd get a warning.

I've just put in my reg, it's a 51 plate 172 and says it's compliant.

From what I've read you need to apply for a certificate of conformity from the manufacturer and then forward it to TFL

If the .gov website says you're compliant I can't see how/why they'd fine you?

Somebody on another forum said this "They may have just not updated it. My Cerbera showed up as compliant for about a month, now it doesn’t". Like your 182, mine has been coming up as compliant since the beginning but I believe there was a change to Euro 4 for petrol cars made in September 2022 and I'm now wondering whether they've just not yet updated their database for all cars. Either that or, as I said in the original post, it's one or more of the Euro 4 parameters that it's going on rather than full Euro 4 compliance.

I've been paying the ULEZ for a couple of years if i pop into town anyway. I was aware the Clio was EU3 so never even bothered checking online.
If you have it in black and white with the date on that says the vehicle is compliant then i dont see how you could ever be fined.

Just re-entered my reg and it says still compliant, so I think we'll be fine with the expansion. My neighbour has a 2001 Accord which is also compliant, and there are a few other 'oldies' in the area (all petrols, of course) that operate with no issues.

I use the Clio almost weekly in the summer and regularly pass out of and back into the current ULEZ zone, so I pass all the relevant cameras on almost every drive into the countryside, and I've never been contacted or had a fine.

Now you're all free to head into London, I propose a big Clio meet in Greenwich Park next spring for 'ULEZ' photo in front of the city skyline...

I've driven the 182 into ULEZ zones and the 04 R53 (which I don't think is Euro4) for a while without fine.

The 02 E46 is ok too.

I think certain cars which are down as Euro3 are actually (according to emissions ratings on logbook) compliant with Euro4 and have been ignored - which is just dandy by me.

My mate has an E36 328i, he wrote to BMW who issued a certificate that he forwarded to TFL and that has also been listed as compliant. What f***s me off is that I can take the motorbike to a test center to have it listed as ok but I can't modify a 1998 petrol car (with say a better catalyst or different mapping) and have the same done.

Either way OP I would suggest you ignore it and crack on.

I've a 2003 E46 325i MSport as well, that's also listed as compliant too. It must be a parameter that's within Euro 4 that's enabling it to be compliant, possibly the NOX as that's one of the main things that will affect air quality... which is what this whole ULEZ thing is about, 'apparently' !

Yep! Didn't put my car away for winter until last month. It's all gravy

I have a 2002 Clio 172; the V5C indicates, in section V for the emissions:
CO 0.788
HC 0.076
NOx 0.034

and the Euro 4 standard petrol indicates:
CO 1.0
HC 0.10
NOx 0.08

As you can see the Clio, despite being a 2002 car, is better than the Euro 4 standard and much better than the Euro 3 standard which it supposedly should belong to. That's why it is ULEZ exempt with TfL.

I can see that a "higher" performance car might be more efficient and therefore better with the emissions.

Many sites indicate a 172 as being Euro 3 and therefore not (supposedly) ULEZ compliant. It's fairly clear that cars built in the same
year (eg. before Euro 4) are quite possible to have differing performance and emissions levels - some Euro 4 compliant and some not.

It's nice to see that TfL have actually used the actual emissions data from the manufacturer and not followed Euro 3 or Euro 4 classification, only.

I'll still keep a screen grab of the TfL web site though .....

My June 2001 ph1 clio 172 is compliment.. And puts out more pollution with it being low boost 240bhp turbo converted...
