Video Editing Software

I need a programme that will take a 2.5hr Video and speed it up so its only like 2-3 mins long. Windows Movie maker only has speed it double so it will take me ages to get it down to that size.

not sure if it does that but after trying a few i found adobe premiere elements to be the best video editing software!
