Wish I'd known this before I fitted my headlight washers
the regulations I read online stated they were necessary for HID lights nowadays!
They are required for type approval, but there must have been a time when HIDs were first used and rulings came in regarding washers and self leveling, in that time some cars may have been approved/produced with HIDs but without washers/levelers. So to be sure the MOT has to make allowance for them.
The early advice on HIDs requirements was and still is correct, its just the MoT rules have to allow for some variations.
The clio is type approved with washers/levelers, so therefore if you dont have them, you may pass an MoT but technically your car wouldnt comply with its type approval and therefore contravines the Construction And Use regs - so VOSA could technically fine you/get you to remove them. HOWEVER thats pretty much the same for any modification to cars (exhausts/suspension etc etc) so its virtually never enforced on passenger cars - VOSA are primarally concered with comercial vehicles etc.
