what can i do?

i have some alloys that were resprayed, however one of the wheels has part of the spoke that wasnt sprayed properly and therfore you can see the colour change and primer through it, it has been clear coated over though,

how can i fix this, can i spray over the clearcoat and then clearcoat again?
