Air Idle Control Motor , ICM or Air Bypass Valve regulates the air at idle through the throttle body. The car's computer controls the amount of air going into the engine by controlling the AICM, or other similar valve. These replace the function of the idle speed screw used on the older carburetors which held the air plates (or butterfly valve) open a small amount. Common problems for the air valves are deposits that cause the valve to stick or become plugged. An aftermarket repair or factory shop manual may list the test and maintenance procedures. Symptoms of a defective or plugged unit can include rough idle, or a car that wants to die at idle, but runs well above at normal driving speeds. The Idle Speed Motor works similar to the Air Idle Control motor.

ok which of these two would controll the idle, and the fact that my engine wont drop between 3k on idle?

probably "unsure" one mate as this is the air intake which is what the Idle Valve relates to.

mmmm i ythought so, but the flap is shut when this is idleing do high the vdo, has a feed of the inlet elbow

VDO is the manufacturer you see, it's an electronics company. What about a number on the "Unsure"?

my breather on the inlet elbow goes to the bottom of the VDO, what does the throttle body position sensor do, does this run the idle?
 
Here we have the ICV(idle control valve), or ISCV(idle stabiliser control valve.)

Release this by loosening the 2 10mm nuts either side of it and pulling the icv out, dont for get to unplug it! I had the inlet manifold off as I was doing the plugs at the same time.
Undo the hose attached to it and you will have it off of the car.
When Youve got it off it will look like this:

The way it works is, the metal valve moves up and down, the bigger the hole, the more air flow.
The way to clean it:
The valve should be closed Get some carb cleaner spray (I recommend Wynns from Motor factors or Halfords as its extermely powerful!) And cover up the hole the one side and spray in the other, shake it about abit. Then with a screw driver move the valve up and down and spray a bit more in there. It will more than likely pour out black, and when clean it should look like this:

I removed the inlet manifold whist doing this, to remove the inlet, you have 2 bolts either side of the Coilpack, Not on the coil, next to the metal housing of the coil:

And 5 on the front.

The gasket doesnt have to be replaced for this part of the manifold.
When you refit it make sure its all inline:
