What is this part called?

At the risk of sounding like a muppet, what is the part called at the front of the engine on this picture, just infront of the cover?


Also, how is it attached? Mine is rattling loose, so need to tighten it!

2 x 10mm or 13mm(can't remember which) nuts are hidden inside the front of it - there's 3 holes - 2 have nuts, 1 doesn't.

2x10mm the new studs that go into block if you break one are £7 from renault. The part is there to allegedly stop a fuel leak upon impact in accidents.
