powdercoat will be the best option but if doing them yourself 2pack through a spray gun, not rattle cans because most of them are single pack which is crap

Anything you don't want painted lol! If doing it in situ, go to town with the masking tape, newspaper and dust sheets. Everywhere, seriously. In this wind you don't want stray paint flying around.

yes, you will need to sand the parts to give the primer/paint something to grip to

yes, you have to sand anything before primer/paint, if you don't the primer/paint will just flake off over time
