Well its melting and bubbling in the sun and feels sticky in warm weather i ussume its oils off my hands soaked in the steering wheel causing it?

no, its the steering wheel. all of them do it, your not alone. nothing that can be done about it.

Clean with some AG Interior Cleaner/Shampoo or a weak mixture of Meguiars APC. Follow that up with some Zaino Z10 Leather Conditioner.
