What would you suggest, cheap rust repair

Need to try and repair this for my lovely elderly neighbour. She's very dependent on the car but doesn't have much money so I want to try and sort this out as cheaply as possible. She's had the car for years and years so getting a new one isn't an option! it's a 95 civic

By no means are we looking for a show room repair, more a repair that will stop this coming back and leave the car without sharp edges. I've got a few bodywork bits in the garage like p45, primer etc and have access to an orbital sander.

What would you suggest :)

the rear quarter has possibly started rusting due to accident damage. i can see scrapes on the bumper. the problem is patching it up will only last a while before it starts bubbling up again. really you need to cut a section out and weld a new sheet in.

I cant tell if thats a front wing or rear first pic. if its front id be replacing it otherwise again it would need cutting out and reforming. i know you said cheap fix which is fine but the rust will just return if you do it cheaply lol.

I think it may have had a scrape many many moons ago but it's not a previous repair, no filler or signs of paint work.

True about patching, I said to her it would really need something tacked on but I know it's not an option unfortunately.

A chap suggested I could try and get and clean up as much of the rust as possible. Get some fibreglass behind it and when it's still a little tacky put some filler over the front. Sounds like a bodge to me but cheap!

Scrape off the loose crap, paint it all with rust neutraliser, let it cure overnight, cover with Aluminium tape, trim it down as much as possible. Done.

Will look tidier than a bodged filler repair.
