Whats this wire for?

I seen this dangling down tonight while approaching the car, it seems to of dropped out of nowhere. Any ideas on what its for and where it needs clipped to?

It's for the headlamp washers I think.

It looks to me like the vent thing for the battery. They're used on some lead acid batteries. Just clip it back up against the plastic of the arch liner at the bottom there or something.
