with both it all comes down to practice and experience, starting out a think it's wise to get a DA, then move onto a rotary. It's what I did and I still struggle with my technique. With a DA you can also use it with pre wax cleansers / glazes that a rotary may not be best suited for that I quite like at the moment.

The bundle kits from i4d and CYC are all good value for money, but I've only used Menz and GTechniq compounds with CG hexlogic pads
 
Having used a rotary on the odd occasion, my experience is that common sense prevails. If you keep on checking the heat of the panel, keep the rotary moving and be aware of how easy it is to catch an edge that you should be fine. You need to also be aware of the damage you can do.

For the cost and the comparative minimal use you'll be giving it, I'd be inclined to go with a rotary. Start with a very unaggressive combination and take it from there. However, the CYC rotary sounds lime a happy medium at a pretty good price.
