My grandma current has an ancient 14" TV.
She is also registered blind but can still make out pictures if she is close enough!
Money isn't too much of a problem but there are some guidelines. These are that it needs to fit in the space her current TV is, I recon you could fit a 16 maybe 17" one on the stand. It has to be as clear as possible, the more perfect the picture the better! and it must be able to accept a freeview box.
