Whistle Boost Leak

Car  Clio RS 200 EDC (IV)
Got 2015 clio 200 edc. 2 weeks ago went in for full service, had all oil’s changed spark plugs, filters and stuff. On the weekend took the car out for a bit of bash down b road and country lanes, and after sudden acceleration to overtake a tractor, it started whistling. Whistle only under boost, so 2.5-3k rmp starts, below that is fine, seems down on power too. Its not symposer, could it be turbo pipe that goes into intercooler, as that had to be removed for spark plug change. Also sound is like when you where a kid and you tried to whistle through plastic candy wrapper. It seems its either not put back properly or there is somewhere a hairline split. Does anyone know common issues with it?
 
My guess is that too, cuz i found like gasket material hanging in between turbo and the part, black looking thing

Thats exactly same shade of black i pulled out yesterday, it was hanging on the ledge of that gap. I will order one asap will see if thats the case. Tho is there special torque requirement for those bolts?
 
22nm for the nuts. Also if you haven't already that plastic pipe that sits on the throttle body is prone to split so you can replace it for a metal one. See my project thread for more info.
