Why does my non Apple USB lead charge slower than OEM lead?!

I use a USB extender & OEM lead instead of longer leads. Works fine. All the longer leads i've used have been shat.

And why does it charge my phone the same as my apple one?

iPad needs more power than the iPhone to charge at the same rate. The chargers are different. The iPad one is more powerful.

Hang on though. It's just the lead that's different. Same charger used.

Well the dodgy long lead won't help.

But if you're using a long lead to charge your iPad with an iPhone plug, then that's twice as many problems.

For the record, my gen4 ipod charger charges my iphone a lot quicker than the standard charger.
