why is car at very low idle speed

my gf has just purchased a 02 plate 1.6 clio. the cars idle speed when the engine is switched on hovers around 400-500 rpm, basically on the verge of cutting out. it has twice as far as i know. today she has had a full exhaust fitted thinking this would cure the problem, (the cat had gone) but the problem still persits. any ideas.

sensors on the exhaust system, or idle control valve at 1st guess.

It will probably be a dirty throttle body. Give her a good scrub

Throttle body dirty also check the spark plugs plus the rev counters not that accurate check the plugs as well also the tdc sensor.
