How fast air is or isn't flowing past a person affects how cold they feel because they sweat, and wind causes sweat to evaporate, and when it evaporates it has to absorb heat from the skin, and that's what the person feels.
How fast air is flowing past a car radiator affects the temperature of the water in the radiator because that water is above air temperature and more air flowing through the radiator can carry more heat away.
But how fast air is or isn't flowing past a sensor doesn't affect its reading because it isn't covered in sweat and isn't try to shed heat, its just trying to measure temperature.
