Winscreen wipers NOT only working on fast speed

hiya ,im new to this so please be gentle , i just woundered if anyone has had a problem with there windscreen wipers only working on full speed ,also if i stop they stop then i have to wiggle the blades and they start to work again ,they sort of start very slowly then gain there speed ,can anyone tell me if this sounds like the motor (bushes ) or he wiper stick
