Is it not where one end screws into the hub, you then put the wheel on using that to balance the wheel on, then put the rest of the nuts in.

Nah really it's line up the holes in the wheel with the holes in the hub.

Wheel locator tool obviously. I think its like the stick blind people have, you just use it to feel around for BMW alloy wheels.
