Xenon on, xenon off?

Same issue, mine is the Ballast Resisitor which sits underneath the headlamp, its a bi-atch to get too and its an expensive part!
 
I had a similar problem a year or two ago - turned out the cap on the back of the headligh had come off and there was water inside the headlight assembly causing the ballast to short and not start the xenon. Is there any condensation on the inside of your headlight?

Just had a look. No condensation from what I can see in the dark. Will check for water tomorrow
