the ballast isn't within any seals, it's simply bolted to the bottom of the headlight. It's more likely that the moisture has damaged either the actual lamp itself or the ignitor/charger unit, both of which are within the rubber seal.
It will work again in a few hours or days. Had the same problem 10 times and every time the light came on again. I must see the 10th time it gave a shortcircuit with major problems!! The rubber is difficult to replace on 1 side
