yellow side light bulbs?

two questions, are yellow side light bullbs illegal??? only asking as old bill in my area are s**t hot atm and dont want to get pullled??

second question, my head light are dim as, it there any way to restore them with out having to fork out on new set??

1. yes they are must be white

2. would depend on why they are dim in the first place
