Photoshop advice? How do you do this?

I don't believe the sky was actually like this on the day it was taken, looks to steep a gradiant. Anyone on here know hows it done in photoshop or Lightroom?

just duplicate the layer and adjust the saturation and play with the levels to get the sky to how you want, then use and eraser and delete the buildings etc or whatever you dont want as saturated

The un-even blues in the sky are a result of using a Circular Polarizer aka CPL on a wide angle lens.

I'd use a layer mask instead of the eraser, but yeah, it does look shite!
